person shall feel aggrieved by the determination of

|
the said commissioners in ratifying or rejecting
|
 
|
said award or return, or in the amount of com-
|
 
|
pensation awarded, or in any matter relating to
|
 
|
the same, may appeal within sixty days of said
|
 
|
ratification or rejection to the Circuit Court for
|
 
|
Prince George's county, and either party may be
|
 
|
entitled to a trial by jury, and the judgment of said
|
 
|
court shall be final among the parties; provided
that the person taking such appeal shall, within
|
 
|
twenty days thereof, cause to be delivered to the
|
 
|
clerk of the said Circuit Court the award filed with
|
 
|
said commissioners, together with a copy of the order
|
 
|
of said commissioners, ratifying or rejecting the
|
 
|
same, and all other papers relating thereto ; but this
|
 
|
section shall not be construed or taken to deprive or
|
 
|
deny the right of the commissioners of Laurel to
|
 
|
accept any streets or alleys which may have been or
|
 
|
may hereafter be dedicated or opened by the owner
|
 
|
or owners of the ground in said streets or alleys for
|
 
|
the use of the public (but the same may be deemed
|
 
|
streets and alleys when opened for such use), with-
|
 
|
out proceeding in the manner indicated in this sec-
|
 
|
tion ; but no street or alley given or dedicated shall
|
 
|
be considered under the control or to be kept open
|
 
|
and in condition at the expense of the said commis-
|
 
|
sioners without action by said commissioners, either
|
 
|
in accepting or in condemning the same ; and said
|
 
|
commissioners may enact all ordinances from time
|

SEC. 24. And be it enacted, That on the same day
|
 
|
on which commissioners are to be elected under this
|
 
|
act, and on every first Monday in May in each and
|
 
|
every second year thereafter, one person, a legal

said town as treasurer of said corporation, to serve
|
 
|
for two years, and until his successor shall qualify,
|
 
|
whose duty it shall be to keep an account of the re-
|

ceipts and disbursements of the funds of the cor-
