tive to the Senate in which House said bill originated.

EXECUTIVE DEPARTMENT,
Annapolis, March 17th, 1892.
Gentlemen of the Senate:
I respectfully return without my approval, Senate
bill number ninety-seven.
By this bill it is proposed to incorporate the Anna-
polis, Eastport and Bay Ridge Electric Railway and
Power Company of Anne Arundel county.
The rights and privileges proposed to be granted by
this Act of incorporation are too broad.
And the possibility of these powers being used to
the detriment of the rights of the citizens of Anne
Arundel county, especially to that portion lying on
the southern boundary of Baltimore city, are the
causes which lead to my disapproval.
A proper amendment, confining these powers to the
construction of the Annapolis, Eastport and Bay
Ridge Electric Railway, its connections and exten-
sions, would remove the objections.

The House then proceeded to reconsider said bill.
