with amendments new section 32, of Article 33, of the
Code of Public General Laws, title "Registration," as
enacted by the Act of 1890, chapter 573.
Which was read a second time, and ordered to be
engrossed for a third reading.
Mr. Joyce, from the Committee on Corporations,
reported favorably,
House bill entitled an Act to add new sections to
Article 23, of the Code of Public General Laws, title
"Corporations," sub-title "Telegraph Companies," to
come in after 232 A, 232 B, 232 C, 232 D and 232 E,
to regulate the rental and use of telephones in the
cities, towns and villages in the State of Maryland,
and to add new sections to Article 23, of the Code
title "Corporations," sub-title "Telegraphs"

REPORT:
To the House of Delegates'.
The Committee on Corporations to which was re-
ferred the House Bill No. 125, begs leave to report as
follows:
The Committee has heard with interest the protract-
ed discussion which has taken place in connection
with this bill. We have been aided to some extent
by the report made to the Senate in 1890, upon a
similar bill. Your Committee does not doubt the
constitutional power of the House to pass a bill regu-
lating Telephone rates in the State of Maryland. It
is, however, plain to us, that we should not exercise
this power in such manner as to do injustice.
It has been shown to your Committee that the exist-
ing rates charged for the use of telephones, annually,
in the cities presently to be named, are as follows:
Baltimore, $100; Boston,. $120; Chicago, $125;
Cincinnati, $100, New Orleans, $96; New York,
$150, $180; Philadelphia, $120; Pittsburgh, $100;
St. Lbuis, $100; Washington, $100.
These rates are the same as were charged in 1890,
when the report of the Senate Committee, to which
reference has been made, was read; these are the
