The Secretary of the Senate appeared and delivered
the following message:
BY THE SENATE
March 16th, 1892.
Gentlemen of the House of Delegates :
We have received your message requesting a Com
mittee of Conference on the disagreeing votes of the
two Houses on House bill entitled "an Act to authorize
the County Commissioners of Prinee George's county
to issue bonds, &c.," and concur therein.
We have appointed on the part of the Senate,Messrs.
Coffin, Brown and Pearre.

ORDER OF THE DAY.
The House, at 12.30, considered the Order of the
Day, being
House bill entitled an Act to provide for the general
valuation and assessment of property in this State.
Mr. Laird submitted the following proposed amend-
ment :
AMENDMENT PROPOSED.
Add as section 24 the following, and number the
following sections 'correctly:
"Sec, 24. And be it enacted, That it shall be the
duty of every person residing in any county or city of
this State, and of every person who owns any personal
property permanently located in any county or city
of this State, though he does not reside therein, to
deliver to the assessors of his or her district, a copy
of the schedule in section twenty-one of this Act pro-
vided, duly filled and signed, on or before the day on
which the said assessors shall call upon such person
for the purpose of assessing his property; and to the
Board of County Commissioners of the county in
which said person may reside, or said property may
be permanently located, or to the Appeal Tax Court
