Mr. Fitzgerald submitted the following message :
BY THE HOUSE OF DELEGATES,
March 14th, 1892.
Gentlemen of the Senate :
The House of Delegates having refused to concur
in amendments proposed by the Senate to the House
bill entitled "An Act to repeal section 367 of Article
4, of the Code of Public Local Laws, title "City of
Baltimore,'' sub-title ''Harbor, Docks and Wharves,"
and to re-enact the same with amendments.
We respectfully request your Honorable Body to
recede from said amendments, and herewith return
said bill.

Which was read, assented to, and sent to the Senate.
The Secretary of the Senate appeared and delivered
the following message :
House bill entitled an Act to repeal chapter 123, of
.the Acts of 1890, entitled an Act to authorize the
County Commissioners of Prince George's county to
issue bonds, &c., and to re-enact the same with amend-
ments.
Endorsed: "Read the third time, and passed by
yeas and nays, with proposed amendments."
AMENDMENTS PROPOSED.
Next after section 9 insert as a new section "Sec-
tion 10."
''Section 10. And be it enacted, That any misappli-
cation of the fund provided for by this Act by the
said County Commissioners shall render them, and
each and all of them participating in such misapplica-
tion or misuse, liable to indictment by the grand jury,
and upon conviction they shall be punished by im-
prisonment in jail for not less than one nor more than
five years, and limitations shall be no bar to said in-
dictment."
In line 5, section 2, strike out "empowered and
directed" and insert "and empowered "
