provided, that in case of vacancy in said Board of
County Commissioners from any cause whatever, the
Governor shall appoint a suitable person to serve
until the next general election, and if then the term
of the party or parties whose office or offices shall
have so become vacant shall not have been completed,
there shall be elected a person or persons to fill out
the balance of the unexpired term or terms.
Which were severally read and adopted.
Said bill, as amended, was then read a second time.
Mr. Collins, from a Select Committee, reported fav-
orably,
House bill entitled an Act to add an additional sec-
tion to Article 21, of the Code of Public Local Laws,
of this State, title "Talbot County," to be sub-titled
"State's Attorney."
Which was read a first time.
The Secretary of the Senate appeared and delivered
the following message:
House bill entitled an Act to authorize the Mayor
and City Council of Baltimore to issue the stock of
said corporation to an amount not exceeding six mil-
lions of dollars, for building a court house and securing
the necessary ground therefor; for the opening, widen-
ing, repairing and paving of streets; the construction
of sewers and bridges ; the supplying of school build-
ings ; the laying of conduits for telegraph and other
wires; the preparation of topographical maps, and for
other permanent public improvements, and to au-
thorize the submission of an ordinance for that pur-
pose to the legal voters of said city.
Also,
House bill entitled an Act to provide for the ap-
pointment of two additional police officers for the
towns of Brooklyn and South Baltimore Anne Arun-
del county.
Also,
House bill entitled an Act to appropriate two hun-
dred dollars, or so much thereof as may be necessary,
to repair and put in good condition the State Hay
and Cattle Scales at Havre-de-Grace.
