House bill entitled an Act to license and regulate
the business of money lending on chattel mortgages
and bills of sale by chattel brokers.

Mr. Smith, of Washington, introduced,
House bill entitled an Act to authorize the Cumber-
land Valley Railroad Company to connect with the
Chesapeake and Ohio Canal, at or near Powell's Bend,
where its railroad bridge crosses said Canal and the
Potomac River.
Which was read a first time, and referred to the
Committee on Corporations.
Mr. Hayward introduced,
House bill entitled an Act for the relief of the sure-
ties upon the official bonds of Stevenson Archer, late
Treasurer of Maryland, and for the settlement of the
litigation on said bond.
Which was read a first time, and referred to the
Committee on Ways and Means.

Gentleman of the House of Delegates:
I have the honor to return to your Honorable Body,
without my approval, House Bill No. 18, entitled an
Act to repeal sections 20 and 33, of Article 77, of the
Code of Public General Laws of Maryland, entitled
"Public Education," and to re-enact the same with
amendments. The Board of County School Commis-
sioners should not, in my judgment, have the power
