municated to the Virginia Legislature before its ad-
journment, the said committee recommend the sus-
pension of the rules of the Senate and the passage at
once of said Joint Resolution, and it is further recom-
mended by said committee that upon the passage by
the Senate of said Joint Resolution, that the same,
together with this report and the accompanying letter
and the Joint Resolution of the Legislature of Vir-
ginia be by the proper message at once transmitted to
the House of Delegates of Maryland with the request
that the said Joint Resolution be at once passed under
the suspension of the rules of the said House of
Delegates.

A Joint Resolution of the General Assemly continu-
ing the Joint Committee of the Senate and House of
Delegates hereto appointed, and authorizing the said
committee to confer with a similar committee from the
Legislature of Virginia during the recess of this Gen-
eral Assembly.
Which was read a first time.
Mr. Sams moved that the rules be suspended
in order to put said resolution upon its second reading
and final passage.
The rules were suspended (two-thirds of the mem-
bers elect) voting in the affirmative, by yeas and
nays, as follows:
