Mr. McSherry, from a Select Committee, reported
favorably,
House bill entitled an Act to incorporate the Home
for the Aged of Frederick city.
Which was read a first time.
The Secretary of State, Hon. E. W. LeCompte,
appeared and delivered the following message from
the Executive:
STATE OF MARYLAND,
EXECUTIVE DEPARTMENT,
Annapolis, February 23d, 1892.
Gentleman of the House of Delegates:
I have the honor to herewith return to your Honor-
able Body, without my approval, House Bill No. 16,
entitled an Act to incorporate the Home for the Aged
of Frederick city,
The general features of the bill meet my approval,
objecting only to the third section, which exempts the
property of the proposed corporation from taxation.
I am aware that the property which they may ac-
quire is exempt under oar general law, but I cannot
approve of a special exemption from taxation.
