To the Honorable,
Speaker of the House of Delegates, Annapolis:
DEAR SIR :—In accordance with law, the Commis-
sioners of the Harbor and River Relief Board of Bal-
timore, respectfully submit copies of their reports to-
the Honorable Mayor and City Council of Baltimore,
which show the workings of the ice boat "Annapolis'"
since the date of your last session.

Which were severally read and referred to Com-
mittee on Ways and Means,
Also made the following announcements :
I substitute Mr. Bryan in place of Mr. Waller, on
Committee on Chesapeake Bay and Tributaries.
Also substituted Mr. Waller on Committee on Mili-
tia in place of Mr. Bryan.
Also place Mr. Monmonier on Committee on Public
Buildings in place of Mr. Carter.
Also relieve Mr. Monmonier from the chairmanship
of Committee on Temperance and name Mr. Brashears
as chairman of said committee in place of Mr. Mon-
monier, relieved.
ORDERS.
On motion of Mr. Carter, it was
Ordered, That Mr. Fuld be excused from attendance
to-day because of illness,
On motion of Mr. Monmonier, it was
Ordered, That the Committee on Hygiene be, and
it is hereby authorized and requested to examine into
the sanitary condition of the State House and report
its condition to this House at as early a day as
practicable.
On motion of Mr. Maddox, it was
Ordered, That Mr. Carrico be excused from atten-
