opin'on of your committee, the surrender of its ex-
emption from the equal and uniforn taxation to which
all other corporations are subject, is a fair and mod-
erate and reasonable price to pay for so great a fran-
chise. The opportunity now afforded for the recovery
of what Governor Jackson aptly called the indispen-
sable sovereign right of taxation, is too favorable to
be lost. and your committee earnestly urge that it
should be resolutely and firmly availed of.
Equal justice requires that the exemption enjoyed
by the Northern Central Railway Company should
also be annulled, and for this reason, the bill amend-
ing the barter of :he Baltimore Belt Railroad Com-
pany is made to apply to that corporation also.
And that this important purpose may by the more
effectually accomplished, your Committee have now
under consideration the bill introduced by a delegate
from Montgomery, (Mr. Laird,) repealing the Act of
1860, chapter 16.
The practical results of the adoption of these pro-
posed measures will be a large addition to the revenue
of the State, derived by the just application to these
two great corporations of that measure of equal and
uniform taxation prescribed by our Bill of Rights.
