We have received your message calling for the re-
turn of House Bill No. 194, relating to the civil juris-
diction of Justices of the Peace, and beg leave to re-
turn the same as requested.

ments, submitted the following communication, to-
gether with the following
REPORT:
To the House of Delegates :
The Committee on Internal Improvements respect-
fully report that as directed by the order passed by
this House they applied to the Trustees of the Pre-
ferred Bonds of the Chesapeake and Ohio Canal Com-
pany for the desired information and were referred to
Mr. Henry C. Winship, the General Manager of the
Canal. They then addressed a written communication
to him and secured the subjoined reply, which we
respectfully submit for the information of the House.
