the road is proposed to be opened or altered, to ap-
praise the damages which the owner or owners of the
lands required for said road will sustain by the open-
ing, altering or closing of the same; but the appoint-
ment of examiners shall not prevent the said County
Commissioners at any time thereafter from contract-
ing with the owner as before provided.
''95 E The said examiners, before they proceed to
act as such, shall take an oath to execute the trust
reposed in them by the commission to them issued,
faithfully and without favor, affection or partiality,
which oath shall be endorsed on the commission and
returned therewith; and after taking such oath, they
or a majority of them, after giving thirty days notice
to the owner or owners of the lands through which
such proposed road is to run, in the manner prescribed
in section eighty four, of Article 25, of the Code of
Public General Laws of the State of Maryland, shall
me^t on the premises and proceed to value and ap-
praise the damages which the owner or owners of such
lands will sustain by the opening, altering or closing
of ftiich road, and shall make a full report thereof to
the said County Commissioners.
"95 F. The foregoing sections 95 A, 95 B, 95 C, 95
D, 95 E, shall be substituted for and in lieu of sec-
tions 86, 87, 88, 89 and 90, of Article 25, of the Code
of Public General Laws of the State of Maryland, in
so far as said last named sections apply to Frederick
county, but all other sections of said Article 25 shall
be and remain in full force and effect in Frederick
county.
"95 G. Any person feeling himself aggrieved by
any order or determination of the County Commis-
sioners of Frederick county, passed or had under the
provisions of the preceding sections, shall have the
right to appeal therefrom to the Circuit Court for
Frederick county at any time within sixty days from
the final order in the premises as fully as is now al-
lowed by law.
"Section 2. And be it enacted, That this Act shall
take effect from the date of its passage, but in all
applications pending before the County Commission-
ers of Frederick county for the opening or altering of
public roads at the time of the passage of this Act,
