On motion, the vote by which savid bill was passed,
was reconsidered and said bill recommitted to the
Committee on the Judiciary.
ORDER OF THE DAY.
The House 12 M., considered the Order of the Day,
being
House bill entitled an Act to provide for the pay-
ment by the State of certain debts contracted by the
Chesapeake and Ohio Canal Company during 1887
1888, 1890, for labor and raw material and for the
assignment of the same to the State.
Which was read a third time and failed for want of a
constitutional majority, by yeas and nays, as follows :
AFFIRMATIVE—Messrs. Speaker, Brashears, Don-
aldson, Sappington, of Anne Arundel, Maddox,
Leonard, Green, Grove, of Cecil, Bowie, of Prince
George's, Hill, Perrie, Wallen, Godwin, Hayman,
Gaver, Sappington, of Frederick, Bowie, of Balto.
city, O'Conor, Carr, Joyce, Smith, of Washington,
Fockler, Garrett, Laird, Griffith, Barber, Buckey,
Young, Hosken, Sr., Stottlemyer, Leeds, Haslup.
Michaels—33.
NEGATIVE.—Messrs. Combs, Garner, Strong, Wil-
son, Hutchins, Ireland, Carrico, Orrick, Hamilton,
Jr., Monmonier, Anderson, Sterling, Miles, Bryan,
Franklin, Wilkinson, Biggs, Bevard, Deen, Johnson,
Fitzgerald, Haines, Ellegood, Laws—24
Mr. Garrott moved to reconsider the vote by which
the said bill failed for want of a constitutional majority.
Which motion prevailed.
Mr Garrott then moved that further consideration
of said bill be postponed and made the Older of the
Day for Friday, April 1st, at 10.30 A M.
Mr. Wilkinson moved to lay that motion on the
table and demanded the yeas and nays.
The demand was sustained.
The yeas and nays weie called and appeared as
follows:
AFFIRMATIVE—Messrs. Combs, Garner, Strong,
Wilson, Ireland, Carrico, Anderson, Sterling, Smith,
of Dorchester, Miles, Franklin, Wilkinson, Bevard,
