into three assessment districts or divisions; the first
division shall consist of the first, second, third,
eleventh and twelfth election districts; the second
division shall consist of the seventh, eighth, thirteenth
and fourteenth election districts, and the third division
shall consist of the fourth, fifth, sixth, ninth and
tenth election districts of said county, two assessors
at large shall be appointed for each of the three assess-
ment districts and one assessor for each election dis-
trict, each of said district assessors shall join and act
with the two assessors at large in assessing the prop-
erty in the election district only for which he shall be
appointed. Frederick county shall be divided into six
assessment districts; thefirst district shall be composed
of election districts number two and twenty-one of
said county ; the second shall be composed of election
districts number ten, six, sixteen and three; the third
district shall be composed of election districts twelve,
fourteen and one; the fourth shall be composed of
election districts number seven, nine, eighteen and
eight; the fifth shall be composed of election districts
numbers nineteen, thirteen, eleven and seventeen ;
the sixth shall be composed of election districts
number twenty-four, fifteen and five. Garrett county
shall be divided into two assessment districts ;
the first shall be composed of the first, fourth,
seventh, eighth, tenth and eleventh election districts;
the second shall be composed of the second, third,
filth, sixth, ninth and twelfth election districts of
said county. Harford county shall be divided into
two assessment districts, the first shall be composed
of the second, fifth and sixth election districts; the
second shall be composed of the first, third and fourth
election districts, of said county. Howard county
shall constitute one assessment district. Kent county
shall constitute one assessment district, for which
there shall be appointed two assesors at large, and
also one assessor from each election district in said
county, each of which said district assessors, but only
for the district in which he shall be appointed, shall
join and act with the said two assessors at large for
said county in assessing all the property herein re-
quired to be assessed in the election district only for
which he shall be so appointed. Montgomery county
