WHEREAS, conflicts frequently occur between the citizens
|
|
|

of Maryland and Virginia engaged in and exercising the

rights of taking oysters, fish and crabs in the waters of
|
|
|

the Potomac and Pocomoke which are damaging alike to
|
|
|
|
the interests of both States, and tending to impair the
|
|
|
|
friendly relations which should exist between neighboring
|
|
|
|
commonwealths; and
|
|
|
|
WHEREAS, citizens of Maryland have been recently deprived
|
|
|
|
by the authorities of Virginia, of their ancient rights of
|
|
|

taking oysters, fish and crabs in the waters of the

|
Pocomoke, whilst Maryland has permitted the citizens
|
|
|
|
of Virginia equal privileges with her own citizens in the
|
|
|
|
waters of the Potomac ; and

WHEREAS, a cause of embarrassment in the enforce-
|
|
|

ment of the laws of the two States in relation to taking
|
|
|
|
oysters, fish and crab, in the waters of the Pocomoke is

|
|
|
found in the want of harmony of action between the authori-
|
|
|
|
ties of said States and between the laws of Maryland and
|
|
|
|
Virginia; and
|
|
|
|
WHEREAS, no effort should be wanting on the part of
|
|
|

Delegates to visit the Legislature of Virginia and to con-

fer with that body in relatiou to proper legislation con-

|
cerning the taking of oysters, fish and crabs in the waters

|
|
of the Potomac and Pocomoke.
