shall not in any district or sub-district be given out under


contract, the supervisor shall employ the necessary labor


and teams to do the work required, and shall dispose of the


same in such manner as will be most economical and best


for the public benefit ; and all bills for contracts, and for


labor and materials to be supplied for the roads shall be


made under oath, and shall be approved by the respective


supervisors before payment shall be made by the county


commissioners.


SEC. 106. And be it enacted, That each road supervisor
