SEC. 10. And be it enacted, That the commissioners may

disorders and disturbances, prevent all congregations of


disorderly persons in public places, apprehend and fine all


tramps and vagabonds, impose fines, penalties and forfeit-


ures for the violation of their ordinances, and commit all


offenders to the county jail until the same be paid with


costs ; they may pass such ordinances as they may deem


necessary for the preservation of the health of the town and


remove all nuisances from, or prohibit all business within the


corporate limits thereof as shall, in their opinion, injuriously


affect the sanitary condition thereof; and as often as they


may deem advisable may cause an assesment to be made of

all real and personal property within said town, by the bailiff

of said town, which assessment shall not exceed the assess-


ments for State and county purposes, and they may levy a


tax thereon not exceediug ten cents on the hundred dollars


of assessable property, and provided that any person who


feels aggrieved by such assessment may appeal therefrom


to said commissioners at their first meeting after such


assessment, who shall hear and determine said appeal and


shall increase or abate such assessment as they may deem


just, and whenever the said levy is so made the said com-


missioners shall make an alphabetical list of the persons


who owe such taxes with the respective amounts so due, and


place them in the hands of the bailiff to collect.


SEC. 11. And be it enacted. That the bailiff shall after


receipt of said tax list within ten days render to each per-

said person be a resident of said town or in close proximity


thereto, but if a non-resident shall mail the same, if his


address be known, but if the address be unknown shall


publish the same in some newspaper published in Calvert


County, the cost of said publication to be added to the tax


bill so published, and unless said bills be paid within thirty


days of the delivery or publication thereof, the said bailiff


may collect the same with all costs by distress and sale of


the real estate and personal property of the delinquent at


public auction, after giving twenty days' notice in some


newspaper published in said county ; and conveyance of


said property, so sold, by the commissioners shall be pre-


sumptive evidence that the law has been complied with in


making such sale and conveyance.


SEC. 12. And be it enacted, That the bailiff shall preserve


the peace and good order of the "town and for this purpose
