effective, that from the date it shall become effective any
person refused a license under this act, and who shall have
one under the present law, shall be allowed the term of two
months to dispose of such stock as he or they may have on
hand, but if such person shall do a liquor business after the
expiration of said two months he or they shall be deemed
guilty of selling liquors without license and be liable to the
penalties therefor; provided, however, that all licenses in
force at the time of the adoption of this act shall continue
in force until the first day of May, eighteen hundred and
ninety-two; and provided further that nothing contained in
this act shall apply to cases pending now to violations of
the law which shall have occurred prior to the adoption of
this act, but all such cases and violations shall be prosecuted
as if this act had not been passed and adopted.

CHAPTER 435.


AN ACT to repeal section two hundred and ninety -one of


article eleven of the Code of Public Local Laws, title


"Frederick County" sub -title "Law Library" and to


re-enact the same as amended.


SECTION 1. Be it enacted by the General Assembly of


Maryland, That section two hundred and ninety-one of

Amend-
ment.

article eleven, of the Code of Public Local Laws, title


" Frederick County " sub- title " Law Library " be and the


same is hereby repealed and re-enacted so as to read as


follows:


291. All fines and penalties imposed by the Circuit


Court for Frederick County upon persons therein convicted


of any crime not exceeding in grade a misdemeanor, except

library.

such fines as now are applied by law to the county school


board of Frederick County, shall be collected by the sheriff


of said Frederick County and together with all forfeitures


that may be collected by said court by judgment or decree


thereof, to the amount of two hundred dollars, shall be


annually expended under the direction of said court for


books for the Public Law Library in Frederick City ; and


all in excess of said sum of two hundred dollars shall be


annually paid to the Board of County Commissioners of


said Frederick County, to be used by them for county


purposes.
