next preceding said election as councilmen of said town, to
|

|
|
serve for two years ; provided, however that the three
|
|
|
|
councilmen elected at the election held in the year eighteen
|
|
|
|
hundred and ninety-one, shall serve until the expiration of
|
|
|
|
the term for which they were then elecsed, and until their
|
|
|
|
successors qualify, and the mayor and councilmen so
|
|
|
|
elected shall qualify on or before the fourth Tuesday in
|
|
|
|
May, and shall enter upon the duties of their offices on the
|
|
|
|
first Tuesday in June of each year.
|
|
|
|
SEC. 5. And be it enacted, That mayor and councilmen
|
|
|
|
of Lonaconing shall cause to be maintained a registration
|

of the legal voters of said town, and the registration here-
|

tofore made, shall, together with such additions, changes
|
|
|
|
and alterations as may be or become necessary, constitute
|
|
|
|
such registration ; said registration shall be made and
|
|
|
|
corrected substantially in the manner provided in the Code
|
|
|
|
of Public General Laws, title "Elections," sub-title " Regis-
|
|
|
|
tration," and such registration shall be essential to the
|
|
|
|
right of voting at any election under this charter, but
|
|
|
|
shall not be conclusive evideuce of such right to vote ; and
|
|
|
|
said mayor and councilmen shall annually on or before the
|
|
|
|
first Tuesday in April, appoint three persons as officers of
|
|
|
|
registration who shall sit at the council chamber for two
|
|
|
|
days, from nine o'clock a. m. to twelve noon, and from one
|
|
|
|
o'clock p. m. to five p. m., and from seven o'clock p. m. to
|
|
|
|
nine p. m., and the said officers of registration shall give
|
|
|
|
at least one week's notice by publication in one or more
|
|
|
|
newspapers, or by handbills, of the time and place of their
|
|
|
|
sitting at which all qualified voters as hereinbefore pre-
|
|
|
|
scribed may register ; and the said officers of registration
|
|
|
|
before entering upon their duties shall take an oath before
|
|
|
|
some justice of the peace of said town, to permit every
|
|
|
|
qualified person, and none other, to register ; and a majority
|
|
|
|
of said registration officers shall have power to do all
|
|
|
|
things under this section in case one of them dies or refuses
|
|
|
|
to act ; and upon the completion of the registry of voters
|
|
|
|
the said officers of registration shall deliver to the judges
|
|
|
|
of election the list of qualified voters so registered : and
|
|
|
|
the said officers of registration shall receive the compensa-
|
|
|
|
tion decided upon by the mayor and conncilmen of said
|
|
|
|
town to be paid by said town.

|
|
SEC. 6. And be it enacted, That the mayor and councilmen
|
|
|
|
shall annually appoint three judges of election, who before
|
|
|
|
opening the polls shall take an oath before some justice of
