CHAPTER 390.


AN ACT to encourage manufacturers in the city of -Cum-


berland.


SECTION 1. Be it enacted by the General Assembly of


Maryland, That the mayor and city council of Cumberland


be, and they are hereby empowered to levy for the years

eighteen hundred and ninety-two, and eighteen hundred
and ninety -three, at the time of making the annual levy for

general purposes in said city, upon all taxable property
therein, a sum not to exceed fifteen hundred dollars, in each


of said years, for the purpose of securing the introduction of


manufacturing enterprises in said city, said sum or sums,


or so much thereof as may be necessary to be levied to and


expended by and under the direction of the Merchants,


Manufacturers' and Business Men's Association of Cumber-


land ; provided, however, that this act shall be submitted


for ratification to the voters of said city of Cumberland, at


the next city election, to be held on the third Monday in


May in the year eighteen hundred and ninety-two, and if


not then ratified by a two-third majority of the votes cast


for and against its ratification, the levies authorized by


this act shall not be made.


SEC. 2. And be it enacted, That this act shall take effect

from the date of its passage.

CHAPTER 391.


AN ACT to repeal and re-enact with amendments section


two of act passed at the session of eighteen hundred and


ninety, chapter two hundred and two, entitled "An act


to appropriate a sum of money to pay for land that may


be required for the extension of the Maryland Penitentiary


and for the erection of necessary buildings thereon."


WHEREAS, it is now apparent that the payment of twenty -


five thousand dollars per annum in the second section of

Preamble.

the act of eighteen hundred and ninety, chapter two


hundred and two, entitled "An act to appropriate a sum of


money to pay for land that may be required for the exten-


sion of the Maryland Penitentiary and for the erection of


necessary buildings thereon, " is wholly inadequate therefor.
