and the creation of such mortgage or mortgages, shall be


authorized and directed by the votes of the majority of the


stockholders in person or by proxy at a regular meeting


thereof duly called ; and said mortgage or mortgages issued


to secure the payment of said bonds may be made upon the


whole or any part of the property of said Columbia and


Maryland Railway and also upon its corporate rights,


franchises and privileges.


SEC. 4. And be it further enacted, That said Columbia


and Maryland Railway shall have the right to acquire by
