and convey, as aforesaid, for which he shall pay the sum of


two dollars, to be applied to the public road fund of the


district of the respective counties wherein he shall reside ;

and any person so pushing, paddling or conveying persons


so to shoot or trap, without having first obtained such


license, shall upon conviction before a justice of the peace


be fined not less than ten dollars nor more than thirty dol-


lars, and upon failure to pay said fine and costs, shall have


his boat and fixtures confiscated and sold by judgment of


the justice before whom he is tried, and the money so arising


from such sale shall be returned to the county commissioners


of the respective counties after having deducted therefrom


the cost of such proceedings of condemnation and sale, to


be applied to the road fund as aforesaid.

Effective

SEC. 2. And be it enacted, That this act shall take effect


from the date of its passage.

AN ACT authorizing and directing the County Commis-


sioners of Carroll County to refund to the Westminster


Water Company taxes improperly paid by said company.


WHEREAS, the county commissioners of Carroll County

have for the years 1884, 1885, 1886 and 1887 improperly


assessed the Westminster Water Company upon its personal


property, upon which said property and assessment it has


paid for the aforesaid years to the collector of taxes for


the seventh election district of Carroll County the sum


of one hundred dollars ($100.00) erroneously paid as county


taxes ; and,


WHEREAS, said county commissioners have assessed in

the hands of the owners thereof three thousand seven hun-


dred and fifty dollars, ($3,750.00) being part of the pre-


ferred stock of said Westminster Water Company, and have,


for the years 1887, 1888, 188t» and 1890 collected county


taxes thereon ; and,


WHEREAS, the said Westminster Water Company did

upon the fourth day of April, 1891, upon the warrants of


the treasurer, pay into the treasury of the State, for the


years 1884, 1885, 1886, 1887, 1888, 1889 and 1890, as State


taxes, the sum of one hundred and three dollars and ten


cents ($103.10) ; therefore,


SECTION 1. Be it enacted by the General Assembly of
