qualified ; provided that in case of vacancy in said Board


of County Commissioners from any cause whatever the

next general election, and if then the term of the party or


parties whose office or offices shall have so become vacant

son or persons to fill out the balance of the unexpired term


or terms and at all ensuing general elections the same


order as to the election of the successors of the parties
