year, so far as the same may have come to his knowledge,


giving the estimated value of each of such improve-


ments ; and the president of the board of commis-


sioners, shall give public notice of the making of such


report, and of the time and place, where the board will


consider the same by posting notice thereof in three con-


spicuous places in said town, at least fifteen days before


such consideration ; that at such sitting of the board, the


board shall exercise the same powers over the assessment roll,


and over the treasurer's report as is hereinbefore provided for


the year 1892 and shall have the same power as to the levy-


ing of taxes and execution of warrants therefor as herein-


before given.


166 A. The board of commissioners may, whenever they

nience require it, construct sidewalks, curbing, gutters and

streets, &c.

sewers along the streets, avenues, roads and alleys of said


town, charging one half the cost of such construction upon


each tract or piece of abutting property to be benefitted


hereby in the proportion tliat the number of front feet of


each of such pieces or tracts shall bear to the whole length


of such sidewalk, curbing, guttering, and sewering, and


may enforce the collection of such special assessment in the


same manner that the collection of general taxes may be


enforced by the title and sub-title of which this act is


amendatory.


SEC. 2. And be it enacted, That this act shall take effect

CHAPTER 286.

AN ACT to add a new section to article 4, of the Code of
Public Local Laws, title "City of Baltimore," sub-title
" Mayor and City Council of Baltimore," to come in after
section 31, and to be called section 31 A, relating to the
hours of labor of mechanics and laborers employed upon
city work.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That the following section be and the same is
hereby added to article 4, of the Code of Public Local
