and the entire cost of the construction and maintenance of


the roads, and bridges in any districts and a proportionate


share of the joint bridges between said district, and adjoin-


ing districts under the provisions of this act, including the


per diem of the road commissioners for said district, shall


be paid out of the special tax levied on and collected in


said district and no part thereof shall be paid by the County
