said town and contract with any company, corporation or


individual for a term not exceeding five years at a time,


which taxes shall be levied and collected as other town


taxes are now collected, which fund when collected, less


costs of collection, shall be applied to no other purpose.


Provided, tliat in making said contract they shall con-

tract for the best light within the means provided ; that any


contract made shall provide for the sufficient lighting of all


streets in the town necessary for the comfort and conve-


nience of its inhabitants, and shall bind any company, cor-


poration or individual with whom they may contract to


keep and maintain the light by such a contract as shall in-


sure a proper lighting of the streets and the payment of any


annual sum agreed upon shall be contingent upon a faithful


performance of the contract by the party contracted with.


SEC. 246 E. That the mayor and city council may in

people of the town of Laurel in respect to making the con-

voters of said town at the regular election for mayor and


councilman, to be held on the first Monday in April in the


year eighteen hundred and ninety-two, and at such election


the qualified voters possessing the qualifications required


by section one hundred and ninety-three, be and they are


hereby authorized to cast a ballot '' for light " or a ballot


"against light," and a ballot "for water" or a ballot


"against water," and if the majority of votes cast on the


proposition be "for light," the mayor and city couucil of


Laurel shall have the power granted by section 246 D, and


if the majority of votes cast on the proposition be "for


water," the mayor and city council of Laurel shall have all


the powers granted by section 246 C, and said sections


shall be in full force and effect ; and the mayor and city


council shall publicly declare and announce the result of


such election within three days thereafter.


SEC. 4. And be it enacted, That at said election to be held


on the first Monday in April in the present year the qualified
