SEC. 21. And be it enacted, All fines and penalties and


forfeitures imposed by this sub-title of this article, or any

name of the commissioners of Aberdeen before any justice


of the peace in the same manner as small debts are collected,


and the delinquent shall stand committed to the county jail


until the same are paid with costs.


SEC. 22. And be it enacted, That justice of the peace of


Harford County, resident in the town, are hereby declared


to be conservators of the peace of the town, and it shall be

their duty to order the arrest of any person found by them

breaking the peace or disturbing the quiet and order of the


town, or violating any of the ordinances made by the com-


missioners for securing the safety of the property or the


lives of the inhabitants of the town, and upon complaint


made before them, of the violation of any ordinance of the


said town, shall issue process in the name of the commis-


sioners of Aberdeen, to recover fine or penalty imposed for


the violation of such ordinance against the party offending,


and may hear and determine the matter, as any case arising


under the laws of this State, and shall receive the same


fees therefor.


SEC. 23. And be it enacted, The commissioners for the


county, justice of the peace, sheriff, constable and all other

offices in the jurisdiction of said town, provided, that all


the property within the corporate limits of said town shall


hereafter be exempt from taxation for public, district or


county road purposes outside of the said corporate limits.


SEC. 24. And be it enacted, That the commissioners of said
