structions therefrom, restrain all disorders and disturbances, pre-

vent all congregations of disorderly persons in public places, ap-
|

|
|
prehend and fine all tramps and vagabonds, impose a tax on dogs,
|

totally prohibit the same, and may impose fines, penalties and for-
|
|
|

feiture for the violation of their ordinances and commit all of-
|

fenders to the county jail until the same be paid with costs.

SEC. 14. And be it enacted, That the commissioners may pass
|
|
|
|
such- ordinances as they may deem necessary for the preservation
|
|
|
|
of the health of the town, and remove all nuisances from, or pro-
|

hibit all business within the corporate limits thereof as shall, in
|
|
|
|
their opinion, injuriously affect the sanitary condition thereof.
|
|
|
|
SEC. 15. And be it enacted, That the commissioners may, as of ten
|
|
|
|
as they deem advisable, cause an assessment to be made of all real
|
|
|
|
and personal property within said town or the corporate limits
|

thereof, by a person to be appointed and paid by them, which assess-
|
|
|
|
ment shall not exceed the assessments for State and county pur-
|
|
|
|
poses, and the commissioners may levy a tax thereon not exceeding
|
|
|
|
ten cents on the hundred dollars worth of assessable property.
|
|
|
|
SEC. 16. And be it enacted, That any person may appeal from the
Valuation of the assessor to the commissioners, who shall meet on
|

the first Monday in June after any such assessment, and remain in
|
|
|
|
session as long as may be reasonably necessary, to hear and deter-
|

ing, and shall increase or abate such assessment as they may deem
|

just.

SEC. 17. And be it enacted, That whenever the commissioners

shall levy a tax, they shall cause to be made out an alphabetical list
|

of the persons charged therein, and shall cause to be affixed thereto
|

the respective sums to be collected from such persons, and a war-
|
|
|
|
rant to the chief bailiff to collect the same.
|
|
|
|
SEC. 18. And be it enacted, That the chief bailifi shall, within
|
|
|
|
ten days after the receipt of said list and warrant, render to each
|
|
|
|
person named therein an account or tax bill, showing the amount
|
|
|
|
due by him, if he be a resident of the town, and if he be a non-resi-
|
|
|
|
dent, and in consequence thereof cannot be conveniently served
|
|
|
|
with said account or tax bill, the bailiff shall publish such account
|
|
|
|
or tax bill in some newspaper published in Montgomery county, at
|
|
|
|
the expense of the tax-payer, and unless the accounts or tax bills
|

so rendered or published are paid within thirty days after the de-
|
|
|
|
livery or publication thereof, the bailiff may collect the same with
|
|
|
|
all-costs by distress and sale of the real estate and personal property
|
|
|
|
of the delinquent at public auction, after giving at least ten day's
notice of such sale in some newspaper published in said county.

|
|
SEC. 19. And be it enacted, That the president of the commis-
|
|
|
|
isioners shall execute and deliver to the purchaser a deed of the
