SEC. 410. The burgess and commissioners, or a majority of
|
|
|
|
them, may appoint a bailiff for said town who shall have the same
|
|
|
|
general peace powers as a constable of Washington county, he
|
|
|

shall have authority to arrest all persons found by him violating
|
|
|

any ordinance of said corporation, or on warrant of the burgess
|
|
|
|
or assistant burgess and shall be allowed the same costs as constables
|
|
|
|
are allowed for similar services, they may also allow him such
salary for the performance of such other duties as may be assigned
|
|
|
|
him and required at his hands, as in their judgment may be just
|
|
|
|
and equitable.

|
|
SEC. 411. The burgess shall be allowed the same costs for his
|
|
|
|
services as are allowed to justices of the peace for similar services ;

the board, outside of the burgess, two-thirds consenting, may also

allow the burgess such additional compensation for the faithful
|
|
|
|
discharge of his general duties as may be considered just and
|
|
|
|
proper; the burgess and commissioners, or a majority of them,

may appoint a clerk and prescribe his duties, and may allow him
|

|
|
such compensation as they may deem right for the services ren-
|
|
|
|
dered.

SEC. 412. The burgess and commissioners may make such by-
|
|
|
|
laws and ordinances as they may deem expedient for the com-
|
|
|
|
fort, health, convenience and general prosperity of the said town,
|
|
|
|
as well as all regulations for the security of property and good
|
|
|
|
government of the said municipality; and to this end it shall
|
|
|
|
have power to institute a fire department, to prevent, remove and
|
|
|
|
abate all nuisances in, or upon the streets, highways, lanes or
|
|
|
|
alleys, drains or water-courses, or in or upon any lot or lots ad-
|
|
|
|
jacent thereto, and provide for imposing a fine or fines upon any
|
|
|
|
person or persons so offending, to remove, or cause to be removed
|
|
|
|
or rendered safe at the expense of the owner any rickety chim-
|
|
|
|
neys or other structures that may be regarded as dangerous, to
|
|
|
|
prevent live stock of any kind from running at large within the
|
|
|

corporate limits and to provide suitable penalties, to lay a special
|
|
|

tax or license on dogs, in the discretion of the board, to establish
|
|
|
|
and regulate a lock-up for the temporary confinement of violators
|
|
|
|
of the laws and ordinances of the town, to prohibit or restrain
|
|
|
|
the keeping of bawdy houses or houses of ill-fame within the
|
|
|
|
limits of the corporation, and to provide for the punishment of
|
|
|
|
all persons who shall keep, authorize or suffer to be kept, or know-
|
|
|
|
ingly rent for such purpose any such house or houses of ill-fame,
|
|
|
|
to regulate and provide for the issuing of licenses or permits for all
|
|
|
|
hawking, peddling and transient vending of wares and merchandise
of every description (except by sample) within the town limits,
except all such articles of food and provisions in the hands of the
|
|
|
|
producer, or articles in the hands of the manufacturer, for the is-
|
|
|
|
suing of licenses to all travelling persons who dispense medicines
|
|
|
|
or medical advice, and shall also have power to demand a license
