SEC. 410. The burgess and commissioners, or a majority of


them, may appoint a bailiff for said town who shall have the same

laws and ordinances as they may deem expedient for the com-


fort, health, convenience and general prosperity of the said town,


as well as all regulations for the security of property and good


government of the said municipality; and to this end it shall


have power to institute a fire department, to prevent, remove and


abate all nuisances in, or upon the streets, highways, lanes or


alleys, drains or water-courses, or in or upon any lot or lots ad-


jacent thereto, and provide for imposing a fine or fines upon any


person or persons so offending, to remove, or cause to be removed


or rendered safe at the expense of the owner any rickety chim-


neys or other structures that may be regarded as dangerous, to


prevent live stock of any kind from running at large within the

hawking, peddling and transient vending of wares and merchandise
of every description (except by sample) within the town limits,
except all such articles of food and provisions in the hands of the


producer, or articles in the hands of the manufacturer, for the is-


suing of licenses to all travelling persons who dispense medicines


or medical advice, and shall also have power to demand a license
