SEC. 3. Be it enacted, That the citizens of West Annapolis, of
|
|
|
|
the age of twenty-one years and upwards, who have resided in said
|
|
|

town for six mouths next preceding the election shall, on the first

day of May, eighteen hundred and ninety-one, and on the first day

of May in each year thereafter, elect three real estate owners who
|
|
|
|
have resided in said town f or six months next preceding said elec-
|
|
|
|
tion as commissioners of West Annapolis to serve for one year or
|
|
|
|
until their successors shall be elected and qualified they shall re-
|
|
|
|
ceive no pay for their services.

|
|
SEC. 4. Be it enacted, That the commissioners of West An-
|
|
|

napolis shall, at their first meeting after an election elect one of

their number to be president of the board, and all vacancies in the

board of commissioners of West Annapolis shall be filled by an
|
|
|
|
election held after ten days previous notice given by the remaining

members of said board.

SEC. 5. Be it enacted, That the commissioners of West An-
|
|
|
|
napolis shall meet in said town on or before the first Monday in
|
|
|
|
June after their election and as often thereafter as they may deem
|
|
|
|
necessary.
|

|
|
SEC. 6. Be it enacted, That the commissioners of West An-
|
|
|

napolis shall annually appoint a clerk, who shall keep the minutes
of the proceedings in a well bound book which shall be open to
|
|
|
|
inspection of all persons therein, and shall perform stich other
|
|
|
|
duties as the commissioners of West Annapolis may assign him.

SEC. 7. Be it enacted, That the commissioners of West Annap-
|
|
|
|
olis shall annually, on or before the first Monday in April, appoint

the first election to be held under the provisions of this act, shall

be held on the first day of May, eighteen hundred and ninety-one,

and William S. Ridgely, J. West Aldridge and George T. Melvin,
|
|
|
|
are hereby appointed commissioners of West Annapolis until said
|
|
|
|
first day of May, eighteen hundred and ninety-one, and until their
|
|
|
|
successors shall have been elected and qualified under the pro-
|
|
|
|
visions of this act.

|
|
SEC. 8. Be it enacted, That the commissioners of West Annap-
|
|
|
|
olis may appoint annually a bailiff for said town, who shall perform
