owned by residents of said county from the date of the construc-

tion and completion of said boat, canoe or vessel; and, provided

fuither, that no lien or claim on said boat, canoe or vessel be held


by any non resident of said county, except such liens or claims as


are created by operation of law for work done or material fur-


nished in the repair of said boat, canoe or vessel; said license to


hold good for one season only and shall authorize the takiug and


catching of crabs as aforesaid in any of the waters of said county,


the Great Choptank river excepted, from the first day of May to


the first day of September inclusive, on which said last named day


the license shall expire; but it shall be lawful for the owner of


any such licensed boat to transfer the license to a bona fide resi-


dent purchaser or purchasers of said boat, which license when


transferred shall entitle such vendor, after he has taken the oath


or affirmation hereinafter required to be taken by the owner ap-


plying for such license, to all the rights and privileges of the


vendor, and the said clerk upon the said oath or affirmation being


taken before him or upon a certificate of a justice of the peace of


said county, if the taking of such oath or affirmation before said


justice shall enclose the name of the vendor and the date of such


transfer upon said license and receive therefor the sum of twenty-


five cents; every license issued thereunder shall state the name


and residence of the person to whom the same is granted, the


number of the license, the name of the boat and the date when


the same shall expire; and every applicant for such license shall


pay to the said clerk therefor before the issuing and delivering of


the same the sum of eight dollars; the said clerk shall keep a


record of such licenses, which record shall contain the name of


the party to whom the license is granted, the date when so granted,


and the name of the boat.


SUB-SEC. 3. Every owner applying to said clerk for a license to


use his boat, canoe or vessel in taking and catching crabs with


scrape, drag, dredge or other similar instrument iu the waters of


said county, shall be required to make oath or affirmation before

ficate of the taking of such oath the said clerk shall issue the


license; that he has been a bona fide resident of Dorchester county


for the term of twelve months next preceding the date of his ap-


lication for said license; that the boat, canoe or vessel is wholly


owned by residents of said county, that there is no lien or claim


on said boat held by non-residents of said county, or that there is


no lien or claim on said boat, canoe or vessel held by any non-


resident, except for those created by operation of law, for work


done or material furnished in the repair of said boat, canoe or


vessel, as the case may be, that said boat, canoe or vessel has been


owned in whole by residents of said county for six months next


preceding the date of the taking of the oath, or if said boat, canoe


or vessel is not six mouths old, that the same has been owned in
