SEC. 20. All fines and penalties and forfeitures imposed by this
sub-title of this article or any ordinance of the council, may be

collected in the name of the mayor and council before any justice

of the peace in the same manner as small debts are collected, and
|
|
|
|
the delinquent shall stand committed to the county jail until the
|
|

same are paid with costs.

SEC. 21. The commissioners for the county, justices of the
|
|
|
|
peace, sheriff, constables and all other county and State officers,
|
|
|
|
shall have, hold and exercise their offices and jurisdiction in said
|
County
and State
|
|
|
town; provided, that all the property within the corporate limits
|
officers.

|
|
of said town shall hereafter be exempt from taxation for public
|
|
|
|
district or county road purposes outside of the said corporate
|
|
|
|
limits.

|
|
|
SEC. 22. The council shall have the same powers as are now
|
|
|
|
exercised by the State board of health of this State, restricted
|

however to the limits of the town.

|
|
SEC. 23. The council shall have full power to regulate privies,
|
|
|
|
and to regulate the character of boxes or other fixtures for them;
|
|
|
|
and the mode in which they shall be empted and their contents
|

removed, and shall prohibit the construction or maintenance of
|
|
|
|
privy-sinks, cesspools or other depositories of filth within the
|
|
|
|
corporate limits.

|
SEC. 24. The council may pass suitable ordinances for the pro-
|
|
|
|
tection of public buildings, churches, private buildings, shops,
trees and fencing in said town, from defacement or injury; and
may pass ordinances to prevent trespassing upon private property

SEC. 25. It shall not be lawful for any person or body corporate

|
|
|
to sell directly or indirectly at any place within the limits of the
|
|
|
|
town of Brunswick, or give away at his place of business in said
|
|
|
|
town any spirituous or fermented liquors or lager beer or intoxi-
cating drinks of any kind, cider and home made wine excepted,

although said person or persons or body corporate may have

|
|
|
obtained a license therefor from the clerk of the circuit court for
|
|
|
|
Frederick county; provided, that any person or body corporate
|
|
|
|
who has obtained a license to sell in said town before this charter
|
|
|
|
goes into effect, may sell in said town until said license expires,
|
|
|
|
but shall not sell under any renewal of said license, nor shall any
|
|
|
|
license be issued or granted for the sale of the same within the
|
|
|
|
limits of the said town of Brunswick.

|
|
SEC. 26. If any person or body corporate shall sell directly or
