or other place in which only fermented liquor or liquors contain-


ing less than fifteen per cent, of alcohol are sold, the sum of one


hundred and fifty dollars, and on the applicant's producing to the


said mayor, counsellor and aldermen the receipt or a certificate of


said collector and treasurer, showing the payment by the appli-


cant of the fee for the class of business for which said mayor,


counsellor and aldermen has decided to grant him, her or them


a license, said mayor, counsellor and aldermen shall issue such


license; and the license when issued shall designate the class or


character of business for which the license is issued, and any per-


son obtaining a license of the latter class who shall sell distilled


liquors or any mixture thereof, or any liquors containing more


than fifteen per cent, of alcohol, shall be liable to the same pen-


alties as if the sale had been made without any license at all ;


provided, that any bona fide retail grocer doing business within


said city who shall make application for a license to sell wines or


other liquors in unbroken packages, or in quantities not less than


one quart, and in no case to be drunk on the premises, may be


licensed by said mayor, counsellor and aldermen to do so on com-


plying with the conditions of this sub-title, and paying therefor


the sum of one hundred dollars a year.


184 K. Out of the moneys received on application for license


all expense of publication shall be paid, and out of the money


paid for licenses all other expenses incident to the execution of


the provisions of this sub-title relating to licenses in said city
