the premises upon which the business licensed is to be carried


on; fifth, a statement that the applicant is a citizen of the United


States, and that it is necessary for the accommodation of the


public that the place should be licensed; sixth, that the appli-


cant is not, or, if the application is from a firm, that none of the


applicants are in any manner pecuniarily interested in the profits


of the business conducted in any other place in said city where


any intoxicating liquors are sold or kept for sale; seventh, that


no person except the applicant is in any manner pecuniarily in-

184 G. There shall be annexed to this petition a certificate signed


by at least ten reputable qualified voters residing or doing busi-


ness in the ward in which the petitioner asks to do business,


stating the residence or place of business of each person certify-


ing and setting forth that they have been acquainted with the

statements contained in the petition are true, and they therefore


pray that the prayer of said petition be granted and the license


issued as prayed for.


184 H. The said mayor, counsellor and aldermen shall publicly


hear petitions from residents of the ward or persons living or


doing business in the vicinity of the place for which license is


prayed, in addition to that of the petitioner, in favor of, and re-


monstrance against the granting of said license; and in all cases


shall refuse the same whenever in the opinion of the said mayor,


counsellor and aldermen such license is not necessary for the
