brandy, rum, gin, wine, ale, beer and all other fermented and dis-


tilled liquors, and every mixture of liquors which shall contain


more than two per cent, by weight of alcohol and every mixture


of liquors which shall contain less than two per cent, of alcohol


if the same shall be intoxicating; nothing in this or the succeed-


ing sections of this sub-title shall be construed to authorize the


sale of any intoxicating liquors or any admixture thereof in any


part of said city where such sale now is or hereafter shall be pro-


hibited by special law.


184 B. The mayor, counsellor and aldermen of the city of An-


napolis shall keep a full record of all applications for license, of


all recommendations for and remonstrances against the granting


of licenses and of their action thereon; and the vote of the mem-

bers of said corporation by yeas and nays shall be taken on the


question of granting or refusing every application for license,


and said records of said corporation shall at all suitable times be


open to the inspection of the public; all necessary books and


stationery shall be furnished by said corporation and all expenses


necessarily incident to the execution and enforcement of this and


the succeeding sections of this sub-title, shall be paid by the said


corporation.


184 C. No licenses to sell intoxicating liquors shall be granted

dence of the applicant, and how long he has resided there;


second, the particular place for which a license is desired, desig-


nating the same by street and number, if practicable, and if not


by such other apt description as definitely locates it; third, the
