Tuesday of January, eighteen hundred and ninety, and until


their successors are appointed and qualified, and should any per-


son appointed by the county commissioners fail or neglect to


qualify for thirty days, the county commissioners shall fill the


vacancy, conforming, however, to the conditions for the first


selection of trustees. On the second Tuesday of January in every


second year, accounting from the year eighteen hundred and


ninety-two, the county commissioners of Cecil county shall ap-


point one trustee of the poor and insane of Cecil county to serve


for six years from the date of his appointment, and until his suc-


cessor shall have been appointed and qualified, and all appoint-


ments shall be subject to the restriction that not more than two


of said trustees shall be adherents of the same political party ;


the said trustees, or any of them, may be removed at any time by


the county commissioners for any violation of law or neglect of


duty; provided, that such cause for removal shall in every case


be first communicated in writing to the trustee so removed by


the county commissioners.


SEC. 8. Vacancies happening by non-acceptance, death, resig-


nation, removal out of the county, or disqualification of any of

SEC. 9. The said trustees shall meet at the almshouse of the


county within ten days after their appointment, and qualify as


trustees by taking the following oath : I, A. B., do swear that I


will duly and faithfully discharge the duties and trusts com-

to the best of my skill and knowledge, so help me God; which


oath may be administered by any justice of the peace of Cecil


county, or by any one of the three trustees to the others, any one


of whom being sworn may administer the same to him.


SEC. 10. No trustee shall be either directly or indirectly in-


terested in any contract made by the said trustees, and no trustee


shall directly or indirectly furnish supplies of any description


for the use of the almshouse or insane asylum, and if any trustee


should do so, upon sufficient evidence of the fact being offered to

remove said trustee from office, and he shall forfeit for the use


and benefit of the almshouse and insane asylum whatever sup-


plies he may have furnished.


SEC. 13. A majority of said trustees shall constitute a quorum


for the transaction of business; the said trustees shall meet at
