paid before the first Monday of March then next ensuing, he will


on that day proceed to offer for sale each parcel of land in respect


to which such default in payment of taxes shall have been


made; and


WHEREAS, section one hundred and sixteen B of said article,


further provided that said treasurer shall on the first Monday of
