the clerk of the superior court of Baltimore city, and such in-
|
|
|
|
spectors shall so soon as they shall have bonded and qualified as
|
|
|
|
required by law, take charge of the tobacco warehouse to which
|
|
|
|
they may be assigned, and of all the tobacco, books, furniture,
|
|
|
|
appurtenances and effects belonging to the same, and shall receipt
|
|
|
|
to their predecessor for the same, and deliver the same to their
|
|
|
|
successor; they shall personally inspect all tobacco inspected in
|

the tobacco warehouse under their charge, except when prevented
|
|
|
|
by sickness or other unavoidable cause, but no inspector or other
|
|
|
|
person appointed or employed in any of the tobacco warehouses,
|
|
|
|
shall be engaged in the purchase or sale of tobacco (except of
|
|
|
|
their own growth,) nor shall it be lawful for any person thus
|
|
|
|
appointed or employed in the warehouse to receive any gift or
|
|
|
|
emolument whatever, either directly or indirectly, for any favor
|
|
|
|
or service rendered, other than his regular salary or wages, and
|
|
|
|
any person convicted of violating this section shall be at once
|
|
|
|
dismissed from office or service.
|
|
|
|
11. Each inspector shall be entitled to appoint a chief clerk at
|
|
|
|
a salary of one thousand dollars per year, and two assistant clerks
|
|
|
|
at salaries of eight hundred dollars per year, and such additional
|
|
|
|
help, including screwmen and laborers, as may be absolutely
|
|
|
|
necessary for the economical management of the business of the
|
|
|
|
warehouses, and the screwmen so employed shall each receive
|
|
|
|
two dollars per day, and the laborers shall each receive one dol-
|

lar and fifty cents per day; any assistant clerks appointed under
|
|
|
|
this section shall be assigned by the inspector to duty as receiv-
|
|
|
|
ing or shipping clerks in their respective warehouses, and the
|
|
|
|
screwmen and laborers shall be subject to the orders of the in-
|
|
|
|
spector employing them, but such employment shall not continue
|
|
|
|
longer than the business demands, and the chief clerk of each
|
|
|
|
warehouse shall keep a general and full account of all the busi-
|
|
|
|
ness of his warehouse.
|
|
|
|
12. Warehouses number one and two shall be consolidated under
|
|
|
|
one management to be known as "number one," and warehouses
|
|
|
|
number three and four consolidated in like manner to be known
|
|
|
|
as "number three," (except in the case hereinafter provided for,)
|
|
|

and number five shall remain as at present, and the inspectors of
|
|
|
|
such warehouses shall cause the tobacco therein to be inspected
|
|
|

under their personal supervision as before required; when, how-

ever, warehouses number one, three and five shall become so filled
|
|
|
|
with tobacco as to render the operations thereof difficult, or there
|
|
|
|
is a prospect of such crops of tobacco as will over-crowd the same,
|
|
|
|
the inspectors shall report the facts to the governor of the State,
|
|
|
|
and if it shall appear to the governor that the necessities of the
|
|
|
|
case require it, he shall appoint additional inspectors for ware-
|
|
|
|
houses number two and four, or for only one of them, as his
|
|
|
|
judgment may dictate, and such inspector shall appoint the
