penalty as the mayor and city council may direct, and with
|
|
|
|
sureties approved by them for the faithful performance of his
|
|
|
|
duties as bailiff, but nothing herein shall be construed to pre-
|
|
|
|
vent the bailiff from also acting as tax collector and receiving
|
|
|
|
additional pay in that capacity.
|
|
|
|
152. The mayor and city council shall have power to pass all
|
|
|
|
such ordinances not contrary to the constitution and laws of this
|
|
|
|
State as they may deem necessary for the good government of the
|
|
|
|
city; they may pass ordinances to prevent, remove and abate all
|
|
|
|
nuisances and obstructions on or from the streets, lanes, alleys,
|
|
|
|
drains or water-courses or on or from any lot adjacent thereto,
|
|
|
|
within the limits of the city; to remove or cause to be removed
|
|
|
|
any houses or other buildings that may in their judgment become
|
|
|
|
dangerous; to cause the streets, lanes and alleys to be paved,
|
|
|
|
graded, drained or sewered; to cause the side-walks along the
|
|
|
|
public streets and highways of said city to be graded, paved, re-
|
|
|
|
paired or improved, curbs to be set and gutters laid; to erect and
|
|
|
|
establish market houses and regulate markets, houses of correc-
|
|
|
|
tion, hospitals or pest houses within or without the city if neces-
|
|
|
|
sary, and to provide for the government of the same; to establish
|
|
|
|
and regulate a station-house or lock-up for the temporary con-
|
|
|
|
finement of violators of the laws and ordinances of the city; to
|
|
|
|
suppress vagrancy; for the protection and preservation of the
|
|
|
|
health of the city and its inhabitants and of the city's property,
|
|
|
|
rights and privileges; to prevent the storage of gunpowder or
|
Powers.

|
other combustible matter in such quantities or places within the
|
|
|
|
city as they may deem dangerous; to regulate and provide for
|
|
|
|
licensing pawnbrokers, peddlers of nostrums, notions, potents,
|
|
|
|
secrets or pretended inventions and remedies on the streets, lanes
|
|
|
|
or side-walk of the city; to regulate and provide for the issuing
|
|
|
|
of licenses or permits for all hawking, peddling and vending of
|
|
|
|
wares and merchandise of every description on the streets, lanes,
|
|
|
|
alleys or side-walks of the city, and to issue licenses or permits to
|
|
|
|
all itinerant peddlers who may go from house to house to vend or
|
|
|
|
sell wares or merchandise; to levy and collect a tax on the assessa-
|
|
|
|
ble property of said city as may be necessary to pay the interest
|
|
|
|
on the city bonds and to provide a sinking fund for their redemp-
|
|
|
|
tion at maturity; for the preservation of peace and good order,
|
|
|
|
securing persons and property from violence, danger or destruc-
|
|
|
|
tion; for the suppression, restraint and regulation of bawdy
|
|
|
|
houses and houses of ill-fame; for the assessment from time to
|
|
|
|
time of all kinds of property and securities in said city on which
|
|
|
|
State or county taxes are or may be levied, and for the levy and
|
|
|
|
collection of a tax thereon for the general purposes of its corpora-
|
|
|
|
tion not exceeding in any one year eighty-five cents on every one
|
|
|
|
hundred dollars worth of assessable property; to fix and pay the
|
|
|
|
