article thirteen, of the Code of Public Local Laws, title "Harford
|
|
|
|
county," sub-title " Havre-de-Grace," be and the same are hereby
|
|
|
|
repealed and re-enacted so as to read as follows :
|
|
|
|
3 42. The mayor shall be a person of known integrity, experi-
|
|
|
|
ence and sound judgment, not less than thirty years of age, ten
|
|
|
|
years a citizen of the United States and five years next preceding
|
|
|

of said city with real property within the city limits to an amount

143. The city council shall consist of six members, who shall

be citizens of the United States above twenty-five years of age,

within the city limits to an amount not less than five hundred

dollars, and shall hold their offices for one year and until the

qualification of their successors.

|
|
145. The mayor, by virtue of his office, shall preside over all
|
|
|
|
the meetings of the city council and see that the ordinances of
|
|
|
|
the city are duly and faithfully executed, he shall appoint a
|
|
|
|
bailiff, clerk, treasurer and tax collector and such other officers as
|
|
|
|
may be necessary for the good government of the city, and shall
|
|
|
|
present the names of such appointees to the city council for con-
|
|
|
|
firmation or rejection; he shall annually on the third Monday in
|
|
|

in December, report to the council in writing the general state
|

|
|
of the city with an accurate account of the money received and
|
|
|
|
expended, which said report shall be published in one or more
|
|
|
|
newspapers of said city, giving a full and particular statement of
|
|
|
|
all receipts and disbursements; he shall have power to remove
|
|
|
|
any of the officers appointed by him for neglect or violation of
|
|
|
|
any duties pertaining to their respective offices, and shall appoint
|
|
|
|
others in their stead, and shall report such removal and appoint-
|
|
|
|
ment to the city council at their next regular meeting for their
|
|
|
|
approval or disapproval : he shall have general supervision of the
|
|
|
|
city, and shall receive for his services an annual salary of fifty
|
|
|
|
dollars.

|
|
|
150. The bailiff shall enforce the ordinances of said city and
|
|
|
|
shall perform such other duties as are now or may hereafter be
|
|

thereof, and in the execution of the duties of his office shall have
|

all and the same powers that the constables of Harford county
