CHAPTER 157.


AN ACT to repeal and re-enact with amendments section five, of


article seventy-seven, of the Code of Public General Laws, title


"Public Education," sub-tile "Chapter Two, Formation of


Boards."


SECTION 1. Be it enacted ly the General Assembly of Maryland,

Repeal.

That section five, of article seventy-seven, of the Code of Public


General Laws, title "Public Education," sub-title "Chapter Two,


Formation of Boards," be and the same is hereby repealed and


re-enacted with amendments so as to read as follows :


SEC. 5. The governor, by and with the advice and consent of


the Senate, shall appoint at every regular session of the General

Assembly, four persons, (one of whom shall be' a resident of the


Eastern Shore,) who together with the governor and the principal


of the State normal school shall constitute the State board of


education.

Effective.

SEC. 2. And be it enacted, That this act shall take effect from


the date of its passage.


Approved March 27, 1890.


CHAPTER 158.


AN ACT to authorize and empower the county commissioners of


Talbot, Caroline, Dorchester and Wicomico counties to subscribe


to the capital stock of the Baltimore and Eastern Shore railroad


a company.


WHEREAS, by an act of the General Assembly of Maryland,


passed at its January session, in the year eighteen, hundred and


eighty-six, chapter five hundred and nine, the county commis-


sioners of Talbot, Caroline, Dorchester and Wicomico counties


were authorized in their discretion to endorse the bonds of the


Baltimore and Eastern Shore railroad company to an amount not

exceeding fifty thousand dollars each, when a majority of the


qualified voters of said counties respectively should determine in


favor of such endorsement, and that the bonds so endorsed to be


secured by a mortgage on the property and franchises of said


Baltimore and Eastern Shore railroad company and which was to


be second to a mortgage to Baltimore city to the amount of five


hundred thousand dollars; and,


WHEREAS, Talbot, Dorchester and Wicomico counties, at an


election held on the eighth day of November, in the year eighteen


hundred and eighty-seven, determined by a majority of the quali-
