SEC. 21. And be it enacted, That the tax on real property of

court for Allegany county from the decision of any commis-


sioners or other persons appointed in virtue of any ordinance to

right on application within thirty days from the return of the re-


port of the commissioners to have decided by a jury trial whether


any and what damages he has sustained; to provide for collecting

SEC. 23. And be it enacted, That the mayor and councilmen


may when requested in writing by the owners of a majority of


the front feet of the property on any street or alley or parts


thereof in said town, cause the same to be graded, paved or other-


wise improved and levy the expenses thereof on the property
