SEC. 8. And be it enacted, That in case of death, refusal to act,


resignation or disqualification of the mayor or any of the coun-


cilmen, the councilmen, or the remaining councilmen shall direct

notice of all elections in one or more newspapers published in

SEC. 9. And be it enacted, That the mayor shall ex-officio have


all the power of a justice of the peace in cases where the town is


a party, and an appeal may be taken from his judgment to the
