87. The said commissioners, and all other officers
|
|
|
|
of said town, shall, before they enter upon the
|
|
|
|
duties of their respective offices, severally take the
|
|
|

following oath: "I do solemnly swear that I will

|
faithfully execute the office of —— to the best of
|
|
|
|
my knowledge and ability, without favor, affection
|
|
|
|
or partiality.
|
|
|
|
88. The president of the said commissioners shall,
|
|
|
|
in virtue of his office, have and exercise within the
|
|
|
|
limits of said town all the jurisdiction and power of
|
|
|
|
a justice of the peace, except as to the recovery of
|
|
|
|
small debts ; he may call on any officer of the town,
|
|
|
|
entrusted with the receipt and expenditure of public
|
|
|
|
money, for a statement of his accounts as often as
|
|
|

he shall see proper ; he shall see that the ordinances

and power.

are faithfully executed, and report to the town com-
|
|
|
|
missioners at their stated meeting the general state
|
|
|
|
of the town, and may call special meetings of the
|

commissioners whenever he may see proper; and

|
|
|
said commissioners shall, before the first day of May
|
|
|
|
in each and every year, by one insertion published
|
|
|
|
in one or more newspapers printed in Elkton, a
|
|
|
|
statement of the receipts and expenditures of said
|
|
|
|
town for such year.
|
|
|
|
89. The County Commissioners of Cecil county
|
|
|
|
may, at discretion, levy annually upon the assessable
|
|
|

property of the county, and pay over to the said
president and commissioners such sum as they may
|
|
|
|
see fit, to aid in keeping the streets of said town, as
|
|
|
|
part of the public roads of the county, in good repair.
|
|
|
|
90. If the inhabitants of said town at any time
|
|
|
|
neglect to make an election as herein directed, the
|
|
|
|
power of electing commissioners shall not thereupon
|
|
|

cease, but shall continue as though such election had

been made, and the president and commissioners for
|
|

|
the time being shall remain in office until such an-
|
|
|
|
nual election shall be held.

|
SEC. 2. And be it enacted, That this act shall take
|
|
|
|
effect from the date of its passage, but it shall not
|
|
|
