daries by them established, which shall be deemed

a record of the boundaries of the town.

74. They shall have power to establish the limits
|
|
|
|
and width of the streets of said town, with the con-
|
|
|
|
sent of two-thirds of the owners of the property

through which they may pass, to open new streets,

lanes and alleys in said town, and to straighten and
|
|
|
|
increase the width of, and remove all obstructions

|

|
from those already located or used, and to provide
|
|

for the paving of the said streets and the sidewalks

|
thereof, and for keeping the same in repair, and for
|
|
|
|
the proper drainage of said streets and alleys, and
|
|
|
|
for that purpose to construct drains and culverts
|
|
|
|
when necessary ; and the said commissioners afore-
|
|
|
|
said shall have power and authority, if, in their
|
|
|
|
judgment the protection of life and property demand
it, to pass all proper and necessary ordinances to re-
|
|
|
|
quire any railroad company or corporation running
|
|
|
|
its locomotive, engines or trains across any of the
|
|
|
|
streets within the corporate limits of said town, to
|
|
|
|
keep a watchman or flagman at the said crossings
|
|
|
|
of said streets to warn persons of the approach of
|
|
|
|
said locomotive, engines or trains ; and the said com-
|
|
|
|
missioners aforesaid shall have full power and

powers hereby given them by this section ; provided

no such penalty shall exceed the sum of fifty dollars

ties shall be recovered before a justice of the peace

in and for Cecil county aforesaid as other small

75. They shall have power to provide for the pay-

ment of the damages and expenses of opening,

|
|
widening, laying out, grading, paving, draining and
