74. They shall have power to establish the limits


and width of the streets of said town, with the con-


sent of two-thirds of the owners of the property

keep a watchman or flagman at the said crossings


of said streets to warn persons of the approach of


said locomotive, engines or trains ; and the said com-


missioners aforesaid shall have full power and
