LAWS OF MARYLAND.


SEC. 16. And be it enacted, That the common


council, or a majority of them, shall have power to


make all such by laws, rules and regulations and


ordinances, not inconsistent with the Taws and con-


stitution of the State and the provisions of section


thirteen of this act, as from time to time they may


deem wise, equitable and expedient for the comfort,


health, convenience and prosperity of the said town


and the inhabitants thereof; and restrain all disor-

or guard house for the confinement of persons charged

SEC. 17. And be it enacted, That the common


council of the said town may cause an assessment


to be made from time to time, by some person or


persons, by them appointed, of all the property,
