cilmen so elected shall qualify in accordance with


article sixty-eight of the Code of Public General


Laws, and shall each hold the office to which he has


been elected, one year from the third Monday in


April next ensuing his election, and until his or their


successors shall be elected and qualified; and a failure


to qualify within two weeks after their election shall


be deemed a refusal on the part of the party so fail-


ing to accept the office to which he has been elected.


SEC. 9. And be it enacted, That if any person who


has been elected to the office of mayor or common


councilman shall refuse or neglect to qualify, or be


otherwise disqualified, the mavor shall immediately


order a new election to be held to fill the vacancy ;
