three commissioners of said town, who shall have


resided within the limits of the same at least one


year next preceding the election, and who shall be


property holders within said limits.


SEC. 5. And be it enacted, That John Seitz, Ber-


nard Luers and Henry Hadlon are hereby empow-


ered to act as judges of the first election for said


commissioners, who shall keep the polls open from two
o'clock F. M. to six o'clock Jr. M., and shall conduct

returns, under their hands and seals, of the persons
