words " For the sale of spirituous or fermented


liquors or alcoholic bitters," or " Against the sale of


spirituous or fermented liquors or alcoholic bitters,"


and the votes cast for the sale of spirituous or


fermented liquors or alcoholic bitters, and the


votes cast against the sale of spirituous or fer-


fermented liquors or alcoholic bitters, shall be care-


fully counted and certified to by the judges of said


election, and that said judges shall make a written


return of such vote to the clerk of the Circuit Court


for Cecil county, and said clerk shall record said re-


turns among the records of his office; and if it shall


appear that a majority of the votes cast as aforesaid
